Małopolska Civic Budget – Submissions Open Until End of October

Do you want your immediate surroundings, neighbourhood, the road to work or school to be attractive, safe or more functional? Do you see a need for developing cultural, ecological, sports or educational spaces in your county? Or perhaps you have noticed a problem and have an idea how to improve things? Submit a proposal to the 8th edition of the Małopolska Regional Participatory Budget! You have until the end of October. PLN 16 million awaits the winning ideas.

So far, as part of the winning projects of the Małopolska Regional Participatory Budget, it has been possible to implement over 300 social initiatives aimed at children and young people, senior citizens, and people with disabilities. AED defibrillators, a book vending machine and garden furniture for library readers, air conditioners and air purifiers for a hospital have been purchased; pavements along regional roads have been built; modern lighting at pedestrian crossings has been installed. Regional ensembles received new costumes and instruments; swimming, zumba and hippotherapy classes were held; an educational event was organised during which tree and shrub seedlings were distributed.

The 8th edition of the Participatory Budget is ahead of us. As early as this autumn, the residents of Małopolska will be able to submit their ideas. Thanks to this, together we can implement the most interesting projects proposed by you, important for local communities. This year, we have allocated as much as PLN 16 million for this purpose! The participatory budget allows residents of the Region to decide how to spend public money. Within this project, the people of Małopolska can shape their immediate surroundings, define needs and indicate what is particularly important to them. They can not only choose the projects to be implemented but also become their authors, giving them a real influence on their environment — adds Iwona Gibas, Member of the Board of the Małopolska Region.

Who can submit a proposal?

A proposal to the Małopolska Regional Participatory Budget can be submitted by any resident of Małopolska who is at least 16 years old. The appropriate form available at: www.bo.malopolska.pl must be completed. Proposals can be submitted from 1 to 31 October this year.

Good to know: each proposal must be supported by a minimum of 30 residents.

What types of projects can be submitted?

Projects of a pro-social, pro-health, cultural, educational, sports, tourism, ecological nature, as well as those related to environmental protection, public transport or public roads can be submitted.

These can be region-wide or regional projects.

Good to know: Within the Participatory Budget, Małopolska is divided into four regions:

  • Southern Małopolska Region: city of Nowy Sącz and the counties of: Nowy Targ, Tatra, Limanowa, Nowy Sącz, Gorlice;
  • Tarnów Region: city of Tarnów and the counties of: Dąbrowa, Tarnów, Brzesko, Bochnia, Proszowice, Wieliczka;
  • Western Małopolska Region: counties of: Sucha Beskidzka, Myślenice, Wadowice, Chrzanów, Oświęcim;
  • Kraków Metropolitan Area Region: city of Kraków and the counties of: Kraków, Olkusz, Miechów.

The value of regional projects should be estimated in the range of PLN 150,000–250,000.

Within region-wide projects, the following can be submitted:

— investment projects, for which the estimated amount is PLN 500,000–1,500,000

— non-investment projects, for which the estimated amount is PLN 300,000–700,000

The total pool of funds allocated for winning projects is PLN 16 million.

How to submit a project? A brief guide:

1) Complete the project submission form available at bo@umwm.malopolska.pl, which should include information on the type of proposed project, its location, costs, among other details;

2) Collect signatures of support from a minimum of 30 residents;

3) Print the project completed in the proposal generator and, together with the original support list,

deliver it to the Marshal’s Office between 1 and 31 October.

Note! Each project must be submitted through the electronic proposal generator and delivered to the Marshal’s Office; otherwise, it will not meet the requirements of the regulations and will not be admitted for assessment.

  • Branch Office in Tarnów, al. Solidarności 5-9, 33-100 Tarnów.
  • Branch Office in Miechów, ul. Warszawska 10, 32-200 Miechów.
  • Branch Office in Zakopane, ul. Kościeliska 7, 34-500 Zakopane.
  • Branch Office in Sucha Beskidzka, ul. J. Piłsudskiego 23, 34-200 Sucha Beskidzka.

By post to the address of the Marshal’s Office in Kraków or one of the branch offices.

Good to know: Documents must be delivered to the office by 31 October by 4:00 PM; the date of receipt at the Office counts, not the postmark date!

Online via: the website www.obywatel.gov.pl or the ePUAP platform available at https://epuap.gov.pl/ to the electronic inbox of the Marshal’s Office of the Małopolska Region: /947ts6aydy/SkrytkaESP. In the case of a project submitted to the Electronic Inbox, the project submission form together with a scan of the support list (signed with a qualified electronic signature or a trusted profile) should be sent as an attachment.

Please remember, however, that according to the regulations, you must also deliver the original support list. A scan is not sufficient. Details in § 7, paragraphs 1–5 of the regulations.

What next?

Each project submitted to the Małopolska Regional Participatory Budget will be checked by Marshal’s Office staff. By 14 March 2025, a preliminary list of accepted and rejected projects will be published, together with justifications. Importantly, this list is not final, as the authors of a project have the right to appeal. Appeals will be considered by the Małopolska Regional Participatory Budget Council. All projects that receive a final positive assessment will be admitted to voting. Residents will choose the best proposals in a vote scheduled for spring 2025.
